Sindh police chief Ghulam Nabi Memon on Wednesday chaired a review meeting on investigation, arrest, evidence, protection of plaintiffs and witnesses, judicial proceedings, punishments and acquittals in cases of Karo- Kari murders and other murders in the province.
Officials said the meeting, held at the Central Police Office Karachi, was attended by the DIGs of crime and investigations, headquarters, and investigations Karachi, the AIGs welfare, legal, Complaint Cell, and operations and ASPs in training.
The AIG legal gave a briefing to the participants of the meeting on the investigation, recommendations and reasons for acquittals conducted by the investigation department in the Karo-Kari murder cases registered during the last one and a half years. The young ASPs were given responsibilities regarding recommendations and further suggestions on all the cases and investigation aspects of Karo-Kari murders in the province, the AIG legal said.
He further said the officers have sent comprehensive recommendations regarding the investigation in corporate murder cases. The judiciary has also given its observations regarding the investigation procedure in Karo- Kari murder cases, he noted.
DIG Amir Farooqi, chief of crime and investigations Sindh, informed the meeting that the Police Station Record Management System has a checklist for the investigation of all crimes, including murder and the facility of registering online evidence. There is a need to introduce a policy of supervision and responsibility at the senior level in cases of corporate murder and other murders.
Sindh IGP Sindh Ghulam Nabi Memon said research and investigation of cases is the primary responsibility of the police, and officers should prepare their detailed recommendations separately in each corporate case. These recommendations should include recommendations for punishments, including any kind of deficiency, negligence, nepotism and determination of responsibilities in all matters of investigation, he said.
He also called for making recommendations regarding cash rewards and certificates for excellent performance in the investigation. Moreover, suggestions should also be given regarding the formation of a special pool consisting of expert and talented investigation officers, he said in his directives to the DIG crime and investigations.
IGP Memon said the purpose of the formation of the pool is to ensure effective and successful investigation of murder cases, including those of Karo-Kari. He directed that district officers should ensure the registration of FIRs immediately in cases like Karo-Kari and other murders, the Karo-Kari murder case will be registered on the complaint of the SHO, and a DSP-rank officer should be appointed as the supervisory officer in Karo-Kari cases, and even in case of transfer, the concerned SHO will be bound to follow the case till the challan is filed in the relevant courts.
Moreover, he said, training courses related to the investigation of Karo-Kari and other murder cases should be introduced.
