This report provides recommendations from the Labour Welfare and Social Protection Expert Group (LWSPEG) on extending social protection to informal sector workers in Pakistan, including those in agriculture, as part of Ehsaas’s Mazdoor ka Ehsaas initiative. It analyzes the current situation of formal and informal workers based on Labour Force Survey 2017-18, finding that 23.8 million are agricultural workers and 27.3 million or 72% of non-agricultural workers are employed informally. Given most informal workers earn less than the minimum wage and lack social security, the report recommends establishing a Mazdoor ka Ehsaas Unit to register all informal workers, develop contributory health and pension packages, educate workers through communication campaigns, and simplify legislation and welfare schemes at provincial level to expand coverage to informal workers as per Ehsaas’s goal of ensuring a minimum standard of living for all.
